JSL Constitution & By-Laws

ARTICLE 1
NAME

The name of this organization is the Junior Symphony League of Tyler (hereinafter referred to as JSL); which shall operate under the auspices of the Women’s Symphony League of Tyler.

ARTICLE II
PURPOSE

The purposes of this organization are to enrich a member’s knowledge and appreciation of music, to promote volunteerism, and to support and promote the growth of the East Texas Symphony Orchestra. The JSL shall operate under the auspices of the Women’s Symphony League Constitution and By-Laws and under the leadership and direction of the Vice President of Junior Symphony League Program and the JSL Coordinators.

ARTICLE III
MEMBERSHIP

Section 1: Eligibility
  1. Only candidates entering the eleventh grade whose proposer (mother, grandmother, or stepmother) is an active member of the Women’s Symphony League or of a reciprocal league of at least three years consecutively or five years non-consecutively shall be considered for membership.
  2. In the event of death: If the Women’s Symphony League member is in good standing at the time of her death, her candidate(s) shall be considered eligible for membership, subject to the qualifications in Section 2. The candidate(s) must be sponsored by another active Symphony League member who agrees to assume the responsibilities of the JSL mother.
  3. The Executive Board shall give special consideration to candidate(s) whose families have extenuating circumstances making it impossible to meet the membership requirements for admission to the JSL. Such considerations should be presented in writing to the Executive Board for a formal resolution by November 1st of the candidate’s 10th grade year. If admission to the JSL is granted due to extenuating circumstances involving the WSL member/proposer’s years of active service, the WSL member would be required to purchase one season ticket to the East Texas Symphony Orchestra during her child’s junior year. WSL members that are not working on their second year of active service will not be considered for this extenuating circumstance clause.
  4. In the event of divorce: Subsection A above controls.

Section 2: Qualifications

  1. To be considered for membership, the name of each applicant must be submitted in writing by her/his proposer to the Women’s Symphony League Vice President of JSL no later than March 1 of the applicant’s 10th grade year.
  2. Prospective members must have a cumulative ninth and tenth grade average of at least 80. This average shall be confirmed by a copy of the school report card presented to the Vice-President of JSL at the end of the spring semester of their tenth grade year.
  3. Prospective members must provide a letter of recommendation stating that they are of good character and reputation.

Section 3: Number of Members
There is no specific limit for the membership of the JSL.

Section 4: Duties

  1. There shall be a required spring orientation meeting held for prospective new members and their parent/sponsor by May 1, at which time the duties and obligations of membership in the JSL shall be explained.
  2. To be a member in good standing, each JSL member must complete the following:
    1. Fulfill financial obligations by the deadline as presented at the spring orientation meeting for their class.
    2. Accumulate a total of 40 hours to complete the program in good standing, of which a minimum of 25 hours must be completed by the end of their junior year.
    3. Work at a minimum of two concerts in their entirety during the junior year, work a minimum of one concert in its entirety during the senior year and attend two concerts, of which only one may be a Tyler Youth Orchestra concert, prior to the Ball presentation of the JSL member’s senior year. A total of three “working” concerts credits, in the sequence set forth above, along with two “attending” concert credits must be accumulated to complete the program in good standing.
    4. Attend 75% of mandatory JSL meetings during both the junior and senior years. This includes, but is not limited to, the Kick-off Event, Concert Education Meeting, Holiday Event, Ball Education Meetings, etc.
    5. Dress appropriately for all JSL and Women’s Symphony League occasions and display proper etiquette and behavior as determined by the Women’s Symphony League Executive Board.
    6. Participate in the JSL Fundraiser both the Junior and Senior years.
  3. The Women’s Symphony League Executive Board shall review any JSL member’s failure to comply with these duties and removal from the JSL program can result.

Section 5: Duties of JSL Parent/Sponsor
The following duties are required each year of the JSL member’s participation in the program:

  1.  
    1. Remain an active member in good standing of the Women’s Symphony League.
    2. Serve on a JSL committee (this is in addition to membership requirements for the WSL).
    3. Assist with the Senior Dance.
    4. Attend 75% of mandatory JSL Parent meetings both the Junior and Senior years. This includes, but is not limited to, the Spring Orientation Meeting, the Fall Ball Meeting, the Winter Ball Meeting, etc.

ARTICLE IV
OFFICERS

Section 1: Elections

  1. Each JSL class shall elect four (4) officers to act as a Leadership Team for their class.
  2. The election of these officers will take place by December 31st of their Junior year.
Section 2: Duties
    The officers of each class shall fulfill their duties as designated by the WSL Vice-President of the JSL and their Class Coordinators.

ARTICLE V
MEETINGS

Class meetings shall be held at the discretion of the Coordinators. Education meetings will be held at the discretion of the WSL Vice-President of the Junior Symphony League.

ARTICLE VI
AMENDMENTS

Proposed amendments must be presented to the Executive Board of the WSL for approval. To become effective, the amendment must be approved by the Board of the Women’s Symphony League.

ARTICLE VII
RECOGNITION

Section 1: Women’s Symphony League Ball Presentation

  1. All Senior members in good standing (See Article III, Section 4 – B.) shall be introduced at the Women’s Symphony League Benefit Ball.
  2. The presentation of the Senior JSL members at the Women’s Symphony League Ball shall be the complete responsibility of the Women’s Symphony League and shall be under the direction of the Ball Chairman, the Vice-President of Junior Symphony League, and the JSL Coordinators.
  3. All Junior JSL members in good standing (See Article III, Section 4B.) shall be introduced at the Women’s Symphony League Ball.

Section 2: Windsor Distinguished Service Award

  1. This award, named in honor of Mrs. W.C. (Gertrude) Windsor, is the highest possible achievement in the JSL.
  2. To receive the Windsor Distinguished Service Award, a Senior JSL member must perform the following requirements, in addition to being in good standing (See Article III, Section 4B).

    1. Accumulate an additional 10 volunteer service hours, none of which may be “attending” concert hours. This will result in a total of 50 service hours (40 hours – “in good standing requirement” plus 10 additional hours).
    2. Meet all of the requirements prior to the WSL Ball of his/her senior year.
  1. A list of those Senior JSL members who are “candidates” for the Windsor Distinguished Service Award will be published in the fall WSL newsletter. This shall be determined by the Vice-President of JSL based on each member’s hours accumulated and concert credits.

 

ARTICLE VIII
SENIOR DANCE

The JSL Senior parents will plan and produce the Senior Dance under the auspices of and subject to the approval of the WSL Executive Board. A Dance Chairman will be selected to the position of “Dance Chairman-elect” from the junior class. This person will become the “Dance Chairman” for the senior year.

ARTICLE IX
FUNDRAISER

  1. The JSL shall sponsor a Fundraiser during the school year.
  2. The Junior class of the JSL shall be responsible for all arrangements.
  3. The mothers of the Junior members shall be chairmen for the necessary committees and will plan and produce this event under the auspices of and subject to approval of the WSL Executive Board.
  4. All JSL members will participate in this fundraiser.
  5. Money raised shall be contributed to music education through the Women’s Symphony League.

ARTICLE X
CONTRIBUTION TO ETSO ANNUAL FUND

A minimum of $200 per JSL member will be presented to the ETSO Board for their Annual Fund each summer. This money will be deducted from JSL membership dues.

STANDING RULES

1. Absence from the concert hall during ETSO concerts, as determined by coordinators, will
result in a loss of three hours. A second absence from the concert hall will result in a loss of three hours and concert credit. Unreasonably late arrival to ETSO or JSL events may result in a loss of hours to be determined by Coordinators.

2. The illegal use of alcohol or drugs by JSL members will not be tolerated. Any observance
of the use of such substances during or prior to an ETSOA, WSL or JSL event will result in
the immediate dismissal from the event and parental notification. The WSL Executive Board may advise additional action upon their subsequent notification.

3. Excess monies remaining in the JSL treasury each year shall be donated to the WSL and East Texas Symphony Orchestra education programs for students. The WSL Executive Board shall determine how the monies are to be distributed. These donations will be allocated by the end of the WSL fiscal year.

4. All senior female JSL members will wear the white presentation gown during the entirety of the WSL Benefit Ball and the following evening for the JSL Senior Dance.

5. The monies raised through the Junior Symphony League fund raiser each year will distributed, as soon as available, as follows:

  1.  
    1. 60% will be given to the Tyler Youth Orchestra (TYO) to be used for scholarships.
    2. 40% shall be donated to the WSL to be used for musical education enrichment. The JSL shall be consulted prior to disbursement of these funds by WSL at fiscal year end.

6.Unauthorized use of a cell phone during any JSL activity will result in the incident being presented to the WSL Executive Board with the possibility of removal from the JSL program.

7. An active e-mail account is necessary in order to receive JSL communications. In the event that one is not available, it is the responsibility of the JSL member/parent to make arrangements to receive communications.

8. Presentation at the WSL Ball will be: Female JSL members will be presented by their fathers. Male JSL members will be presented by their mothers. Any exception to the above rules of presentation must be approved by the WSL Executive Board by December 1st.
